Collaboration between other programmes in the river area

IRM is not the only programme with agendas and a claim on space in the river area. The ongoing coordination of overlaps between all the programmes in place is essential.

Flood Protection Programme

The Flood Protection Programme (HWBP) includes plans for a large number of dike upgrades on the banks of the Waal, Nederrijn-Lek and IJssel rivers. The dikes are required to meet the standards for flood risk management set in 2017. Nineteen dike upgrades are in the preparation phase, nine are being implemented and thirty-four have yet to start.

National Programme for Rural Areas (NPLG)

A future-resilient river system is linked to the transformation of rural areas. Dikes, as vertical elevations in the landscape, constitute strange boundaries in spatial planning. Thinking beyond dikes makes relationships between different agendas clearer. It results in, among other things, an understanding of the functional relationships between factors such as low water, groundwater and agriculture. Future river management will require more space to accommodate extreme discharges, nature development and water buffers in the context of a more extreme climate. IRM parties raised the question of the need for this space with the provincial authorities that are drafting their Provincial Rural Area Programmes and Spatial Arrangements. The IRM, as a programme implementing the principles of the new policy approach with Water and Soil as Leading Factors, provides tools for designing the Spatial Arrangements in a future-resilient way.

Programmatic Approach for the Main Water System (PAGW

For the river area, the PAGW drew up an ecological system agenda. The goal is high-quality nature that goes well with a strong economy. This requires a sufficiently robust and future-resilient river area with an interconnected network of large and small nature areas. The restoration of natural river dynamics is an important pre-condition for establishing adequate nature quality in these areas. The IRM is adopting the river ambition of the PAGW in its plans.

The Panorama of the rivers of Gelderland describes all the agendas in the Gelderland river area and the roles of the alliance partners.

This research report describes how our rivers are developing as a system. It contains valuable recommendations for making the river system future-resilient. The report clearly lays out the choices to be made, along with recommendations about the sequencing and urgency of those choices. The research was conducted for the IRM programme as a building block for the Programme under the Environment Act for IRM.
