Delta Programme Commissioner’s staff director appointed
Hermen Borst will be Delta Programme Commissioner Wim Kuijken’s new staff director. He will take over from Bart Parmet who has been appointed Strategy Director for the Province of Overijssel with effect from 1 December.
Delta Programme Commissioner Wim Kuijken: ‘I am very pleased that we have been able to find a good replacement for Bart Parmet so quickly. Hermen joins the staff in a phase in which the implementation of the Delta Programme Delta Decisions is really starting. His wealth of experience with large-scale infrastructure projects as well as his knowledge of spatial planning will be of great importance in this phase. Moreover, his experience as an administrative advisor in very high political circles will be of added value in the realisation and governance of the Delta Programme.’
Profile of Hermen Borst
Hermen Borst (1968) was awarded a degree in Social Geography by the Faculty of Spatial Sciences, University of Groningen, in 1993. He specialised in urban and regional planning. After graduation, he worked as a policy officer for the Province of Zuid Holland and then moved to the former Ministry of Housing, Spatial Planning and the Environment (VROM). At that ministry, he was a policy officer in the field of spatial planning and infrastructure, and provided advice on large infrastructure projects like the Hanze Line, among other things. He was later appointed Head of Policy Advice and Deputy Director of the Administrative Support department at the Ministry of VROM. From 2013, Borst worked as Head of the Spatial Design department and Deputy Director of Spatial Development at the Directorate-General for Water and Spatial Planning at the Ministry of Infrastructure and the Environment.
In his new role as Director of the Staff of the Delta Programme Commissioner, Borst will focus on continuing to strengthen the partnership bonds between the partners in the Delta Programme – authorities, the business community and civic society organisations – as well as on the objectives of the Delta Act and the successful, integrated implementation of the Delta Programme. Hermen Borst will take up the position of Director of the Delta Commissioner’s Staff as of 14 December.
