Programme Sixth Dutch Delta Congress 2015

The 6th National Delta Conference took place on Thursday
5 November 2015 in 1931 Congrescentrum Brabanthallen in ‘s-Hertogenbosch. The theme was: "Working on the Delta. And now we’re starting for real". Dutch will be the official language during the conference. Below you can review what the programme of the congress looked like.

Delta Parade
Throughout the day, the Delta Parade is the central meeting place for participants. The focus is on the elaboration and implementation of the Delta Decisions and the preferential strategies of the Delta Programme. There are meeting points for each of the seven areas of the Delta Programme, and presentation stands of various organisations, programmes and projects linked to the Delta Programme.

Working on the Delta: and now we’re starting for real
Bart Parmet, Director of the Delta Programme Commissioner’s staff, will get a discussion going with the administrative partners in the Delta Programme on spatial adaptation, governance, freshwater supply and flood risk management. The administrative partners are: Ina Adema (Chair of the Water Affairs sub-committee of the Association of Netherlands Municipalities), Peter Glas (Chair of the Dutch Water Authorities), Josan Meijers (Executive Councillor for the Province of Gelderland) representing the Association of Provincial Authorities, Peter Heij (Director-General of Spatial Planning & Water Affairs, Ministry of Infrastructure and the Environment) and Theo van de Gazelle (dep. Director-General of Rijkswaterstaat, the executive branch of the Ministry of Infrastructure and the Environment). This year once again we will shine the spotlight on a special guest.

Parallel sessions

  • The spatial adaptation approach and inspiration drawn from practical experiences
    Accommodating the consequences of climate change in urban and rural areas. Leader, seducer or supervisor? Which approach to spatial adaptation is most effective in which situation? In these sessions, the interaction between government authorities, the business community, housing corporations, citizens, and/or civic society organisations is discussed with reference to a number of inspiring examples. The session is hosted by Ina Adema, Chair of the Water Affairs sub-committee of the Association of Netherlands Municipalities. The meeting will be chaired by Harm Albert Zanting. Speakers will be: Jos van Son, Stefan Kuks and Herman Schartman.
  • Governance of the Delta Programme and the international context
    Collaboration within the Delta Programme, which involves the state, provinces, water authorities and municipalities acting as equal partners, is something special. How can we keep this up, in the implementation phase as well? You are challenged to share your views on this topic. Peter Glas, Chair of the Dutch Water Authorities and Chair of the OECD Water Governance Initiative, will lead the discussion on the experiences gained with modern water governance and the position of the Netherlands from an international perspective. Speakers: Christine Jansen, Roelof Bleker, Arwin van Buuren.
  • Getting down to work with the new flood risk management policy
    This session, chaired by Peter Heij, Director-General of Spatial Planning & Water Affairs, Ministry of Infrastructure and the Environment, will provide insight into the implementation of the new flood risk management policy. Stakeholders, including the State and the Dutch Water Authorities, will discuss the opportunities and challenges by reference to a number of examples from actual practice. Speakers: Roald Lapperre, Hans Oosters, Richard Jorissen, Joost Buntsma, Hendrik Postma.
  • Freshwater today!
    This session will focus on the experiences with last summer’s drought and the progress of the Freshwater Supply Delta Programme. How can the Netherlands flesh out the sustainable and robust freshwater management of the future? And how do we coordinate government efforts with business operations, innovations and investments? During this session, chaired by Liesbeth Schipper, you will be invited to share your thoughts. Input will be provided by administrators from the Association of Provincial Authorities, the Dutch Water Authorities, the State and consumers. Panel members will be: Ben de Reu, Peter de Koeijer, Elaine Alwayn, Walter van der Meer, Gerard Doornbos.

During the lunch break there will be various Meet & Greet sessions with administrators. Venue: the Delta Parade meeting points of the seven areas of the Delta Programme.

2.15 - 3.30 p.m.

Delta Programme – AIWW sub-conference: Water governance in a national and international perspective

Opening by Kees Rade. Peter Glas, Chair of the Dutch Water Authorities and Chair of the OECD Water Governance Initiative, will lead this meeting on international aspects of water management and collaboration within the Delta Programme. Speakers: Wim Kuijken, Tom Kompier, Henk Ovink, Theo van de Gazelle, Theo Meskers.

This sub-conference is part of the programme of the Amsterdam International Water Week (AIWW) and will have international participants. An English translation is available.

    This session, chaired by Roald Lapperre, Director of General Water Policy and Flood Risk Management, and Deputy Director-General of Spatial Planning & Water Affairs (Ministry of Infrastructure and the Environment), will provide insight into the implementation of the new flood risk management policy. Stakeholders, including the State and the Dutch Water Authorities, will discuss the opportunities and challenges with reference to a number of examples from actual practice. Speakers: Mattie Busch, Luc Kohsiek, Eric Kraaij, Joost Buntsma, Frank Goossensen.

The Delta Programme has entered a new phase: it has moved on from policy development to defining frameworks and the elaboration, implementation and execution of measures. In the morning and afternoon, parallel sessions will be held on ongoing work involving spatial adaptation, water safety, freshwater supply, and the governance of the Delta Programme. The morning sessions on spatial adaptation, water safety and freshwater supply will be repeated in the afternoon. The maximum number of participants for each session is 150 (available seats).

The Sixth National Delta Conference will be held during the Amsterdam International Water Week (2 – 6 November 2015): a week in which international and national professionals and administrators involved in water can meet each other and share information.
